We are neighbors and he’s a regular guy around town. Last year I found him sitting in a claw foot tub I had for sale in my driveway. I should have gotten a picture of that moment. He bought the tub and a sink.
Besides acting (he’s shooting the next Incredible Hulk movie this summer) he is also an outspoken foe of Fracking and the rampant and destructive gas extraction threatening our community and the nation.

Technically Korra has already defied her leaders (OWL) by running off to Republic City instead of staying in the South Pole AND Tarrlokk is a councilman of the Northern Water Tribe, but seeing as Korra is now living in Republic City, Tarrlokk is her leader (and is part of the Water Tribe)
She refuses to join his task force because it is a vanity project, even blackmail is not enough to let her join. She also gives an example that his oppression towards non-benders is just the same as Amon’s, which led to the epic battle.
